ASAP delivered a comprehensive transformation of the Public Consultation Portal

ASAP developed and implemented the upgraded Public Consultation Portal – Strategy.bg for the Administration of the Council of Ministers. The project represents a comprehensive technological and functional transformation of a key system for state governance, through which draft regulatory acts and strategic documents are published and public consultations are carried out.

With the advancement of e-government and changes in the regulatory framework, it became clear that the existing system required substantial upgrading. Some functionalities were distributed across separate platforms, the architecture hindered integrations, and processes were not sufficiently optimized. This resulted in a fragmented environment, increased administrative complexity, and limited opportunities for future development.

ASAP delivered a comprehensive upgrade of the portal by:

• consolidating key functionalities into a single centralized system;
• modernizing the architecture and improving usability;
• implementing electronic identification and increasing the level of information security;
• ensuring integration with external government systems and registers;
• enabling the publication of open data in machine-readable format.
• As a result, Strategy.bg now operates as a unified, scalable, and sustainable platform with full traceability of documents—from publication to adoption. For citizens, this means easier access to information and more
• active participation in public consultations. For the administration, it means optimized processes, automation, and a stable technological foundation for future development.
